I think the recycling bin from Windows 95 really captured a function (or concept, or whatever) of the OS.
A file is space on the file system. When it is deleted, the space is marked for reclamation by the OS for use for something else. When a file is in the recycling bin, the user may clean out the recycling bin, and so the bits of the file are turned into another, different file.
